The new law on the legalization of gambling in Ukraine, from the very beginning, had its supporters and, of course, critics. It seemed to many that after official permits for the implementation of their activities, there would be too many gambling establishments. In fact, CRAIL – the Commission for the Regulation of Gambling and Lotteries in Ukraine issues permission to open a casino only in hotels that meet special criteria. Casinos, halls with slot machines or bookmakers, as previously reported, will be able to open only in hotels with a status of three stars and in compliance with all technical standards. We bring to your attention a list of the first establishments that already have permits for gambling entertainment in their hands. There are six hotels in the capital of Ukraine that have already received licenses and soon plan to meet the first customers with new hospitality, offering them not only a good level of relaxation, but also gambling entertainment. Kyiv Boutique hotel “Opera” is located in Kyiv, has a five-star status. The name of the hotel was chosen in accordance with the design of its one hundred and forty rooms and suites. The suites here are decorated in the style of world-famous works of opera art. Within its walls, more than six hundred square meters on two floors have already been allocated for gambling activities. The license to host gambling establishments has already been received. Note that Opera Boutique Hotel is part of The Leading Hotels Of The World. Five-star Kyiv hotel “Fairmont Grand Hotel Kyiv” is an elegant establishment in the city center. It has 258 rooms and luxurious conference rooms from 20 to 460 square meters. It should be noted that this institution was the first in Kyiv to receive permits for opening a casino from CRAI. The allocated room for gambling entertainment is located on the first floor of the hotel building and has a total area of more than 1.5 thousand square meters. Here they expect the appearance of a casino from the foreign company Storm International, whose founder, Michael Boettcher, spoke in his interview about the risks, difficulties and possible positive prospects in the Ukrainian gambling industry. Note that at the moment Storm International has not yet received a Ukrainian license. The highest hotel in Kyiv and Ukraine is the hotel complex “Tourist”. This 27-storey building, built back in 1987, can accommodate almost a thousand people. It has more than 300 comfortable single, double and luxury rooms. “Tourist” has the status of three stars. The hotel has received a license to open an 818 square meter slot machine hall, located on the first and second floors of the building. Despite the small distance from the city center, “Tourist” retains its popularity. Hotel “Rus” – part of the Premier Palace Hotels chain has a three-star status, it has 451 rooms of classic, premier and luxury class. This is a 21-storey building in the very center of Kyiv. The hotel management has already received a license to place slot machine halls and betting shops. More than 300 square meters of the basement floor of the hotel building have been allocated for the casino. Hotel “Lybid” – Premier Hotel Lybid with the status of three stars. The complex is located in the central part of the capital of Ukraine, has 273 comfortable rooms – classic, premier, deluxe and apartments. This hotel has been open since 1970, it has been reconstructed several times, in the past – 2020, Lybid received permits from CRAIL for the placement of slot machine halls and betting shops. The territory allocated for gambling is located in the basement of the building and has almost 400 square meters. Another license for the placement of slot machines and betting shops was issued to the company “Corvette Center”, located on the territory of the Kiev hotel “IBIS” with the status of three stars. The hotel management has been denied permits several times. Kiroff Hotel – located in the city of Kharkov. It has a small number of rooms – 36 of them. The license was obtained for the placement of slot machine halls. The territory provided for slot machines is located on the first floor of the hotel. Lviv Grand Hotel Lviv – located in the city of Lviv. The hotel has a five-star status and has been open to guests since 1893. The number of rooms is 121. Permits have been received for opening a casino and slot machine halls on the territory of the second floor of the hotel, with a total area of 500 square meters. Nebula Games received a license to open a casino in the Grand Hotel Lviv. Hotel “Lviv” – located in Lviv. The status of the hotel is three stars, the number of rooms is 370. It has been open since 1965. A license was obtained from CRAIl for the placement of slot machines and betting shops. Premises of 412 square meters allocated for gambling entertainment are located on the basement floor of the building. Odessa Gagarinn Hotel – the hotel is located in Odessa in the Arcadia district. The status of the hotel is four stars, the number of rooms is 254. The obtained license provides for the placement of a casino and slot machine halls on the first and seventh floors of the complex. The area of allocated premises is 4.2 thousand square meters, today it is a record for Ukrainian establishments. It should be noted that Primum has already received a license to open a casino in the Gagarinn Hotel. Vinnitsa Hotel “France” – located in the city of Vinnitsa. Opened in 1897, now it has 64 rooms of various classes. The status of the hotel is four stars. They have permits for the placement of slot machine halls. Under this allocated 1038 square meters on the first floor of the building. Rivne Hotel “Ukraine” is located in the center of the city of Rivne. It has been open since 1958. Today it has 70 rooms of different classes. The status of the hotel is four stars. Received a license from CRAIL for the placement of halls with slot machines and betting shops. The territory allocated for gambling has an area of 440 square meters and is located on the second floor of the hotel. Zaporozhye Business hotel «Intourist» – located in the center of the city of Zaporozhye. Open since 1972. Today Intourist has 136 rooms of different categories. The status of the hotel is four stars. Permissive documents for the placement of slot machines have been received. The territory allotted for halls with slot machines is 568.5 square meters. Bila Tserkva City Park Hotel – a small hotel in the center of the city of Bila Tserkva with 23 comfortable rooms. Open since 2012. The status of the hotel is four stars. Documents have been received for the placement of halls with slot machines and betting shops. To do this, the hotel has allocated premises whose area is 367 square meters. Sumy Resurrection Hotel – located in the center of the historical part of the city of Sumy. Number of rooms in the hotel – 28. Status – three stars. Voskresensky received a license from CRAIL to place halls with slot machines and betting shops. They will be located on the ground floor of the hotel and will occupy an area of 490.2 square meters. Poltava Premier Hotel Palazzo – Premier Hotel Palazzo is located in the city of Poltava. Open and welcoming guests since 2012. Number of rooms – 101. In 2019, the hotel was awarded the “Leader of the Year 2018” award in the “Tourism” nomination. The status of the hotel is four stars. Permits have been received for the opening of a casino, the premises allocated for this are located on the ground floor of the Premier Hotel Palazzo and make up an area of 711.1 square meters. To date, fewer than 20 licenses have been approved and issued by the regulator. There are also those hotels that, for various reasons, still remain without permits, some of them applied several times. So it was with one of the Poltava hotels and with Kharkiv Palace Hotel, owned by Alexander Yaroslavsky. Recall that earlier the Minister of Culture of Ukraine – Oleksandr Tkachenko commented that 75 applications were submitted from Ukrainian hoteliers to obtain a new status – that is, to increase the number of stars to at least three. This is done with a clear goal – to open a gambling establishment on the territory of their hotels in the future. The Ukrainian authorities expect that with the appearance of more official players in the gambling market, underground organizations, so to speak, will cease to exist. According to the situation as of March 2021, the budget of Ukraine has already experienced significant injections from gambling, as My Lucky Story reported – gambling licensing has generated more than UAH 200 million in revenue. Licensing continues for online gambling operators as well – the Spaceics and Gamedev companies are already working legally.
