A bill has been submitted to the State Duma of the Russian Federation that prohibits banks and mobile operators from entering into agreements with illegal gambling operators operating online. In particular, the bill provides for the introduction of a ban on the conclusion of an agreement on the transfer of funds to any illegal gambling operator: online casinos, online lotteries or online bets. Violating organizations will be subject to sanctions under the current banking legislation of Russia, up to and including revocation of licenses. The authors of the bill also propose to allow the Federal Tax Service to extrajudicially block a website that allows transferring funds to an illegal operator. Currently, the legislation will allow blocking only the sites of illegal gambling operators themselves. Earlier it was reported that at the spring session, State Duma deputies would consider raising the rate of targeted deductions from lotteries.
