The Cabinet of Ministers of Ukraine has approved a list of requirements for obtaining a license for participants in the gambling business, including online gambling. This was announced by Minister of the Cabinet of Ministers Oleg Nemchinov. According to him, the normative act defines all the legal, economic and social conditions for the legalization of gambling in the country. “With the adoption of the main law on the legalization of the gambling business, all IT companies that previously worked in Ukraine, but hid their activities from the law, will begin to cooperate with the authorities,” Nemchinov emphasized. The next step, the official continued, should be the adoption by the Verkhovna Rada of Ukraine of a number of documents regulating the conditions for the implementation of software by gambling operators. It is expected that the procedure for licensing software developers for online casinos will bring the country’s budget about six million hryvnias per year, based on the calculation of 20 licenses worth 300,000 hryvnias. The Verkhovna Rada of Ukraine in the summer of 2020 approved a law on the legalization of the gambling industry. At the end of the same year, the Cabinet of Ministers adopted a resolution that determined the licensing conditions for organizing and conducting gambling in casinos, betting, poker and slot machines – in establishments and on the Internet. As My Lucky Story previously reported, gambling experts were cautious about the benefits of legalization. One of the arguments is the high cost of licenses in Ukraine, which will lead to concealment of income from the authorities. Let us add that in March the Commission for the Regulation of Gambling and Lotteries of Ukraine (KRAIL) refused to issue a license to open a land-based casino outside the hotel. The Minister of Culture of Ukraine previously reported 75 applications for opening casinos in hotels.
